I think the preferred descriptor is “Black” rather than African American in this case. We need to be clear that it’s a racial issue not a diasporic from-where? Issue. Intentionally using “Black” will be important. For People of Color though I think lowercase is the correct way: “people of color.” I would also not use “citizens” since police violence is not limited to citizenship.

See my revisions attached. Mostly it’s for language.
