[Fla-facrlboard] Final email script for 501c3 vote

Thanks, Becky and Suzette. I concur with the wording of the message to the
membership.

Would it be possible to have the attorney provide additional guidance to
the Board regarding how to handle disbursement of excess funds? Does this
apply to funds in hand prior to the transition, annually after the
transition, etc? Do we need a separate account for scholarship funds? I
seem to recall a discussion during an ACRL Chapters Council meeting where
ACRL Executive Staff were concerned about ACRL chapters making random
year-end contributions to charities to remain compliant with 501C3 status.
The more information we have prior to the transition will help us ensure a
workflow that will meet our needs.
