It's a beautiful season at FSU, with the azalea in full bloom, the manatees making their way back from Wakulla Springs to the warming waters of the Gulf, and our students preparing for exciting summer experiences in the field. I’m also happy to share that our environmental law program was recently designated by the State University System of Florida as a statewide Center of environmental expertise. The new FSU Center for Environmental, Energy, and Land Use Law<https://urldefense.com/v3/__https:/t.e2ma.net/click/9kfaad/90z4j7lb/hnikgh__;!!PhOWcWs!3qX35kqQpLpuqmwksGxL4lLq_IjGM3s8zV5eluFo6QiDT-tu43Vis_N3VblG-MYEyOh7rKeC5lrlrng$> was recognized by the State Board of Governors as a program nationally regarded for the quality of its environmental programming, instruction, and professional outreach, and for our proud tradition of convening nationally and internationally respected experts for thought-provoking events and interdisciplinary research. Our location in the capital of the nation’s third largest state was also recognized for providing tremendous advantage for students and scholars affiliated with the Center.
This proud tradition of intellectual discourse was on parade this Spring, over which we were joined for outstanding presentations by Youssef Nassef, Adaptation Director of the United Nations Convention on Climate Change; Professor Michael Vandenbergh, Director of the Climate Change Research Network at Vanderbilt University; amd David Telesco, Coordinator of Florida Fish & Wildlife Conservation Commission Bear Management Program. We also enjoyed an excellent panel discussion on carbon pricing by Catrina Rorke, VP for Policy at the Climate Leadership Council; Marc Hafstead, Director of the Carbon Pricing Initiative; Professor Alice Kaswan of the University of San Francisco School of Law; and Danny Cullenward, Fellow at the Institute for Carbon Removal Law. I invite you to join in these programs retroactively through the recording links provided below, and I hope you are all finding ways to celebrate Spring as well!

"In the end, Dave simply wanted to make the world better by training better lawyers, helping us understand how environmental law could work even better than it does now, and participating in his career-long practice of thinking and acting both locally and globally to solve real environmental problems.

Certainly, he devoted himself professionally to the highest aspirations of the environmental field, and he succeeded in a career marked by both academic and real-world accomplishments We will continue to rely on his six books and fifty some-odd articles on such critical topics as climate change, environmental enforcement and compliance, and international environmental cooperation. Yet the enduring theme of these remembrances was his utter nobility and sincerity as a human being."

At the gathering, FSU Law Dean and McKenzie Professor Erin O'Hara O'Connor announced the establishment of the Professor David L. Markell Memorial Scholarship, which will provide support to FSU Law students who have demonstrated a commitment to environmental law. The scholarship is supported by private donors and administered by the FSU Law Student Advancement Office. Inaugural recipients were Katherine Hupp and Taylor Greenan.

The Spring 2022 Environmental Distinguished Lecture was presented by Professor Michael Vandenbergh, the David Daniels Allen Distinguished Chair in Law at Vanderbilt University. Student Spotlight

Katherine Hupp ('22) is a law clerk from the firm Lewis, Longman & Walker, working on land use and environmental litigation. After taking the bar, Kat will be working in environmental law. Originally from Norfolk, Virginia, Kat received her Bachelor of Arts in Political Science from the University of North Florida and her Master of Public Administration from the University of Colorado Denver.
"While wrapping up my time in law school, I've enjoyed reflecting on the many memorable experiences I've had while a part of FSU Law's Environmental Program. From externing with an environmental administrative law judge to parsing through complex environmental statues in Professor Hsu's environmental law classes and improvisational water law schemes in Professor Ryan's water law class, FSU Law has provided me with ample resources for jumpstarting a career in environmental law.

Participating in two environmental moot court competitions provided the practical environmental law experience - including intense collaborative opportunities - that often seems elusive when working within the constraints of a classroom setting. And finally, having the honor of being an inaugural recipient of the Professor David Markell Memorial Environmental Law Scholarship this year further motivated me to continue striving to follow Professor Markell's (sizeable) footsteps by positively impacting others while advancing the field of environmental law."

Katie Bauman ('22) will be an Environmental Law and Justice Fellow at Emory University's Turner Environmental Law Clinic in Atlanta, Georgia. Originally from Jacksonville, Florida, Katie received her Bachelor of Arts in Anthropology from Princeton University.
"I am grateful to FSU College of Law, and the Environmental Law Certificate Program for providing the instruction, experiences, and support for my interest in environmental law to flourish into the foundation for a career. Learning about the intricate nuances of statutory frameworks in Professor Hsu's classes prepared me for working as a legislative fellow for a committee in the Florida House of Representatives during the 2021 session. The practical application of Dean Henley's Florida Legislative Practice course allowed me the freedom to explore how I might propose, draft, and guide environmental policy through the legislative process. During the summer 2021, I received a public interest grant from FSU College of Law to work as a research assistant for the St. Johns Riverkeeper and analyze the regulation of per-and polyfluoroalkyl substances (PFAS/PFOS) in water systems at local, state, and federal levels. Professor Ryan's water law class strengthened my understanding of the complex legal and policy approaches to the uncertainties and necessity of water.

Being a part of this community of students and professionals committed to the protection and preservation of our environment has inspired me and propelled me toward the next steps in my legal career."

Carbon pricing has been aggressively promoted in the international community - from the Kyoto Protocol to the Paris Climate Accord. Adaptation Director Youssef Nassef of the United Nations Convention on Climate Change joined the FSU Environmental Law Enrichment Program via Zoom last February 23. Youssef shared the positive results of the 2021 Conference of Parties (COP 26), an intergovernmental conference on climate change held last December 2021 at Glasgow, Scotland, reviewing the history and need for international mitigation efforts and the back-story of progress made at the conference.

The FSU Environment Law Program hosted David Telesco,  Coordinator with the Florida Fish and Wildlife Conservation Commission Bear Management Program last January 19. David discussed all things black bear, including where black bears are located in Florida, their behavior, and the laws in place that serve to protect the bear population and people;

On March 30, the FSU Environmental Law Program hosted an education field trip to the Wakulla Springs State Park. Led by Associate Dean Erin Ryan, the students were guided by Dr. Bob Deyle of the FSU Marine and Coastal Research Institute, and Ranger Maria Wilhelmy, park services specialist at Wakulla Springs. After the boat tour, students engaged in small group discussions about water, environmental governance, and public lands management issues in Florida.
