Nelson Eminent Scholar Chair in Local Government Law, University of Florida Levin College of Law. The full event description is as follows: The United States is undergoing a rapid energy transition. State and local clean-energy and carbon policies and declining renewable energy costs are driving expansive, rapid development of solar and wind farms and associated transmission lines. The United States also continues to be a world leader in oil and natural gas production due to drilling and hydraulic fracturing in shale formations. This has caused thousands of new wells to be drilled and has triggered the construction of new pipelines and export terminals, often in close proximity to human populations. Setting aside the question of environmental and other social costs, these trends have very positive economic effects. But local governments and their residents experience the brunt of the negative impacts in the form of increased truck traffic and road damage; noise, dust, and air pollution during construction; aesthetic changes; and many other externalities. Despite this concentration of impacts at the local level, state governments increasingly preempt local governments' abilities to address these impacts through regulation or other tools. This symposium will explore the decline of local autonomy, both generally and in the area of energy law, and potential paths forward. Everyone from the FSU community is welcome! We'll arrive at the Park at 1:30 for a special boat tour by Ranger Jeff Hugo, who directs environmental education for Wakulla, and Professor Bob Deyle of the FSU Marine and Coastal Research Institute, a renowned expert on Florida land use and environmental policy. The tour will be especially tailored for our interests in environmental, land use, and water law. Afterward, those who wish to join us will meet in the Park Headquarters conference room with park staff to discuss water and public lands management issues here in Florida. The Park is at 465 Wakulla Park Dr., Wakulla Springs, FL 32327 ((850) 561-7276), and we'll meet at the boat launch near the swimming hole. From the law school, it's about a half hour drive straight south on Florida 61 (here are directions on Google Maps). The boat tour will be over by around 3:00, and our discussion afterward will probably go until around 4:30, so you can expect to be back on campus by at least 5:00. If you'd like the share the experience with us, please let me know ASAP, so that I can convey solid numbers to the Park. Depending on our numbers, tickets will be between $5-10 per person, and I can provide those joining us with an exemption from the regular parking fee.
