I'm not trying to be funny or bring up bad things, but someone is going to assure that the system is fully in "test mode" and that the test won't unintentionally shut off the power again... correct?  Has the plan been peer reviewed, and if so, who is doing that and signing off on it? The previous mistake was very painful and costly (in terms of resource allocation and productive time lost.)
