Beth Request for Proposals FSU Quantum Early Support for Teams (FSU-QuEST) Deadline to Apply: April 1, 2024 In alignment with the decisive commitment by President McCullough to make FSU a national leader in Quantum Science and Engineering and University?s bold investment in this research area, the FSU Office of Vice-President for Research announces a seed funding competition that aims to facilitate applications for ambitious research projects, such as center grants. The competition is open to any interdisciplinary team whose proposed research efforts will contribute to the mission of the FSU Quantum Initiative. Purpose. The FSU Quantum Initiative seeks to fund ambitious small-team proposals to support FSU-led interdisciplinary research groups (IRGs) that aim to develop external center-type proposals. Example programs of interest include, but are not limited to, the DOE Energy Frontier Research Centers (EFRC) and the NSF Materials Research Science and Engineering Centers (MRSEC). The submission of a center proposal through FSU to the federal agency, within one year of receiving the FSU-QuEST award, is a mandatory condition for obtaining this seed funding. Award Information: * Award amount: up to $100,000 per award * Number of awards: 1-2 per year * Team size: 3-5 PIs * Duration: up to 12 months * Submission Deadline: 4/1/2024 * Award Notification: 5/1/2024 * Award Start Date: 5/15/2024 Eligibility. Participation is open to all full-time, active-status FSU faculty who propose research related to FSU Quantum research themes (see https://quantum.fsu.edu/research/themes). As such, the goal of this program is not only to boost current research efforts but especially to nucleate new collaborations that can produce strongly competitive external center-type applications. FAMU-appointed engineering faculty members are also eligible to apply as long as the center grant is pursued through FSU. Students and post-docs are not eligible to be a PI or Co-PI on FSU-QuEST grants. Non-FSU co-PIs can be included on the project team but cannot obtain seed funding. Proposal Submission. The proposals should be submitted through the FSU Limited Submissions portal. Each application should include only the following elements: * The title page that includes the proposal title, the name of the PI and co-PIs, the total budget and duration of the seed project, and the proposal abstract of up to 300 words. * Proposed research (up to 3 pages), providing background information, research objectives, the rationale for the selection of team members, and relevant short- and long-term research plans for the FSU-QuEST grant and the follow-up external grant applications, respectively. The external program the team plans to apply to should be identified explicitly in the seed proposal, with the projected application deadline and anticipated budget for the external proposal. * The detailed budget with justification (1 page). * Curriculum vitae of the PI and all co-PIs, not to exceed 3 pages per CV (in the NSF or DOE format). * Current and pending funding information for the PI and all co-PIs, not to exceed 2 pages per PI. Budget Information. * Faculty salary is not allowed under this solicitation, but it is acceptable to include support for an adjunct instructor to free time for the PI to develop an external grant application. If such an arrangement is made, a letter of endorsement by the chair of the home department should be included in the application. * The grant will support travel to a funding agency or to a potential collaborator, but conference travel will not be supported. I am writing to address the proposed amendment to our bylaws currently under consideration. As you know, we have an ad hoc bylaws committee for precisely this purpose. It is crucial that all proposed amendments undergo thorough scrutiny to ensure compliance with various regulations and agreements, including but not limited to the collective bargaining agreement, faculty handbook, federal and state laws, FSU regulations, and policies set forth by the board of trustees and board of governors. Upon careful review, it has become evident that the proposed amendment, particularly regarding the responsibilities of the business manager and other staff members, and the use of audio/zoom/other tech recordings for meeting minutes requires further examination. For example, the inclusion of tasks such as taking minutes at faculty meetings is not aligned with the current position descriptions. Therefore, I am postponing the proposed bylaw amendment, as well as any future amendments, until we establish an ad hoc committee. This committee will be tasked with conducting a comprehensive review of our bylaws, ensuring they align with all relevant policies and regulations. Given the forthcoming directives from the board of governors and board of trustees, it is imperative that we address any necessary edits and amendments in a consolidated manner. We will meet in CAR 104. We will only be there to discuss the job candidates. >From our Bylaws: f. Following each candidate?s visit, the Search Committee (SC) solicits feedback from faculty. g. Following the last candidate?s visit, the SC rank orders the candidates according to SC ratings based on evaluation of all materials including feedback provided by the faculty. h. SC summarizes its recommendations and presents these to the faculty. To facilitate discussion, it is recommended that a member of the SC provide a rationale for specific offers. This overview can include both strengths and any noted limitations. The CV should be distributed and highlights from this can be discussed along with other data including information from external referees. The floor is opened for discussion of each candidate. The faculty completes a secret ballot, the Chair tallies the ballots, and announces the results. i. Summer 2024 sessions and dates are below.[cid:1aba4d07-716f-4a24-9399-2b047fcf0706]. The criteria for summer teaching assignments are laid out in our bylaws - pasted in below for your convenience. Appendix F: Summer Teaching Specialized faculty on 12-month appointments will have summer teaching assignments relative to their AORs. Their courses will be assigned based on departmental needs. Otherwise, when funds are provided for summer teaching, appointments will be based on programmatic needs, student demand, and budget availability. By February, requests for summer teaching will be solicited by email and by a printed posting in a prominent place in the department. Faculty have two weeks to respond to the request. Priority for assignments is as follows: 1. Faculty with administrative assignments such as Graduate Program Director who have year-round responsibilities for academic program needs. The assigned FTE is negotiated with the Department Chair. 2. Tenured faculty teaching a required course that the department needs to offer for students to graduate on-time. 3. Untenured faculty teaching a required course that the department needs to offer for students to graduate on-time. 4. Untenured faculty requesting to teach one non-required course. 5. Tenured faculty requesting to teach one non-required course. 6. Specialized Faculty on a 9-month appointment. The Department Chair works with the Program Specialist to determine which courses must be taught in a given summer (based on student needs) and which can be supported within the given summer allotment. Appointments will be made no later than five weeks prior to the beginning of the first summer term. Highest priority: The College has asked that we offer a section of ANT 2410 face-to-face in Summer B (June 24 - August 2).
