</i></b><span class="s2">sheds light on the phenomenon of regulatory scapegoating. Coglianese shows why environmental regulation receives disproportionate rhetorical blame for perceived regulatory excesses despite contrary empirical evidence, and he discusses
the potential threat that persistent regulatory scapegoating can pose to the very rule of law.<o:p></o:p></span></span></p>
