FLORIDA DIVISION OF ADMINISTRATIVE HEARINGS - ENVIRONMENTAL [cid:image001.png at 01DA0B10.D9F475B0]DOAH-Env--Objectives & Methods [cid:image001.png at 01DA0B10.D9F475B0]Actions Credits: 6 Positions: 1 Students are assigned to serve as an extern law clerk for an administrative law judge who primarily handles environmental cases at the Division of Administrative Hearings. Duties include legal research, drafting memoranda, and preparing orders. Students have an opportunity to improve their research, writing and analytical skills, and to gain an understanding of the jurisdiction and procedures of the Division of Administrative Hearings. Students gain exposure to substantive environmental law. Prerequisites: Evidence, Administrative Law or Florida Administrative Practice. Students are not certified under the Student Practice Rule. Recommended Courses: Administrative Law or Florida Administrative Practice. Selection Process: The selection process is handled jointly by the faculty supervisor and participating judges. Selection is based on a student applicant's grades, career goals, and demonstrated ability in research and writing. LEON COUNTY ATTORNEY [cid:image001.png at 01DA0B10.D9F475B0]LCAO--Objectives & Methods [cid:image001.png at 01DA0B10.D9F475B0]Actions Credits: 4-6 Positions: 1-2 Students assist in representing Leon County in a variety of civil and administrative cases filed against, or, on behalf of, the county and its officials. Types of cases range from animal control actions to zoning disputes, Comprehensive Plan amendments, challenges to personnel actions and mortgage foreclosure hearings, as well as proceedings before the Code Enforcement Board and Contractor's Licensing Board. Students conduct research, draft pleadings, assist with training, and may be involved in aspects of pre-trial preparation, including witness interviews, interrogatories and requests for admissions, depositions and exhibit preparation. Students may attend Board of County Commission meetings, which begin at 3:00 p.m. on Tuesdays. Prerequisites: Evidence and Civil Pretrial Practice are prerequisites for the 6-credit program. Students in the 6-credit program who have their Bar clearance have the option to be certified. There are no prerequisites for the 4-credit program. Professor Gerrard is the Andrew Sabin Professor of Professional Practice at Columbia University, and the faculty director of the groundbreaking Sabin Center for Climate Change Law. As Professor Gerrard will discuss, climate change is making extreme precipitation events more intense and frequent in many parts of the world. This has led to damaging and often life-threatening flooding in many cities. Urban drainage systems were designed to accommodate rainfall patterns that no longer exist. To help cities cope with this flooding, which will grow more severe in the decades to come, action is required now. Proposals include improved drainage systems; more "green infrastructure" to allow stormwater to infiltrate the soil; systems to store water temporarily; barriers to hold back water; elevating and otherwise redesigning buildings so that critical elements are above flood levels; and relocation of some uses away from vulnerable areas. The lecture will explore the legal issues that arise with each of these proposed actions, discuss how they can be financed, and make recommendations for legal reforms. It also will consider the difficult task of setting priorities and making tradeoffs among potential actions. The Fall 2023 Distinguished Lecture is free and open to the public.
