As you can see, it's a fairly broad competition topic - submissions may include legal analysis discussing federal, state, and/or local regulatory frameworks in the context of climate change, and its impact on air quality, wildlife, endangered species, ecosystems, and/or sustainable development. The winner gets $1,000 and likely publication. The deadline is not until May 31, so you can use papers you are currently working on, or papers you've previously completed, if they fit the bill and have not yet been published.
