While we did not get much feedback during the meeting, now that a few days have passed, we thought we would reach out again to see if any of you have developed any ideas for ways that we could be supportive during this time, whether that's creating more how-to guides, similar to our Zoom Initiative project, or working on something entirely new. From: David Lipten > Sent: Tuesday, April 21, 2020 10:07 AM To: Neil Charness > Cc: Colette Podgorski > Subject: RRF Neil, Good morning. Hope you're well, all things considered. The Retirement Research Foundation (now RRF Foundation) has revamped their funding interests, though they remain quite similar to the previous ones. The "new" areas are caregiving, economic security in later life, hosing, and social and intergenerational connectedness. They are accepting applications for the Aug. 2020 proposal deadline and are looking for 1-3 page LOIs. They evaluate them and all other parts of an application by looking plans for implementation, process, and outcomes (please see the evaluation guidelines for more information - https://www.rrf.org/apply-for-a-grant/application-info-tips/evaluation-guidelines/). What hasn't changed is that they only will accept one proposal per institution. So, if there are more than one interested party, this will have to go through a limited submission process. There are exceptions when proposals come from different departments, however. They also continue to allow for a 10% indirect cost scheme. But, if there are any indirect costs in any budget, then the application will have to go through the Research Foundation. Please note that the eligibility requirements specified in the solicitation remain unchanged, and proposers must meet all of the eligibility requirements as of the original deadline of July 27, 2020. The Departmental Letter that must be submitted by the Department Chair (or equivalent) must use July 27, 2020 to determine eligibility, regardless of whether the CAREER proposal is submitted before, on, or after July 27, 2020. An untenured assistant professor on July 27, 2020 is eligible to submit a CAREER proposal even if the Principal Investigator is tenured/promoted in the fall. A new faculty member who starts on July 28, 2020 or later is not eligible to submit a CAREER proposal this year. Best, Jean >>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>> Dear Colleagues: The Foundation has issued guidance on NSF?s implementation of the Office of Management and Budget (OMB) Memorandum (M-20-26), entitled, Extension of Administrative Relief for Recipients and Applicants of Federal Financial Assistance Directly Impacted by the Novel Coronavirus (COVID-19) due to Loss of Operations. NSF remains committed to working with the Administration, other federal agencies, and the research community to effectively respond to the COVID-19 national emergency. This guidance is to implement updated guidance authorized by OMB Memorandum M-20-26 for recipients affected by COVID-19. The guidance extends two of the short-term administrative relief from specific requirements contained in 2 CFR Part 200, Uniform Administrative Requirements, Cost Principles and Audit Requirements for Federal Awards, without compromising accountability requirements. These extensions, that go beyond what OMB previously outlined in Memorandum M-20-17, specifically pertain to the allowability of salaries and other project activities and single audit submission. In order to support charges against NSF awards, recipients are reminded of their responsibility to maintain appropriate records and documentation to support the charges in accordance with institutional policies and procedures. OMB Memoranda M-20-17 and M-20-20 have been rescinded. NSF has worked with colleagues at the National Institutes of Health to develop a consistent implementation which they will be issuing separately. Questions about the policies described in the NSF Guidance should be directed to policy at nsf.gov.
