From HR-FSUimportantmessage at fsu.edu Thu Dec 7 11:36:06 2023 From: HR-FSUimportantmessage at fsu.edu (HR Important Message) Date: Thu, 7 Dec 2023 16:36:06 +0000 Subject: [HRMS] Approvals 30 Minute Notice Message-ID: [A logo of a state university Description automatically generated] An important message from FSU Office of Human Resources This message has been approved by Christine Conley, Director of Benefits & Leave, for distribution to all Department Representatives. Below is a list of pending approvals in OMNI. Although the deadline for approvals is noon today (EST), we are providing advance notice of those still pending at approximately 11:30 a.m. so that they might be done by noon and your first Cost Center Report will be more accurate. Unapproved time and leave entries will not appear on the Cost Center Report. Please note that the "Pending Approvals" number reflects the entries needing approval, not separate employees. The data is intentionally conveyed in this manner so you know how many time entry approvals require your attention. For example, if an employee reported 3 days of vacation, that employee's unapproved time will be counted 3 times so that you know how many entries you should approve. This is especially helpful if the leave was taken over multiple workweeks. As you are aware, if each entry for an individual employee is not approved or corrected, the employee's pay will be affected. If you have any questions, please contact an Attendance & Leave representative. Thank you for your timely attention to this matter. COST CENTER REPORT - PAY PERIOD 'L' REMINDER: Payroll Processing is early for Pay Period L. The first version of the Cost Center Report for Payroll 'L' (pay period ending 12/7/2023) is now available. The Cost Center Report is located under the "Dashboard" dropdown button, under HR/Payroll Reports in myFSU BI. Please use this Cost Center Report to verify paycheck data. If you find incorrect paycheck data, verify that the time entry is correct. Corrections made to time and leave entries before the Second Cost Center Report do not require a case but must be fully approved to generate payable time. If the compensation rate is incorrect or an employee whose appointment documents met deadline is not on the Cost Center, report the problem immediately in an FSU Service Center case. The deadline for submitting FSU Service Center cases is 10:30 a.m. (EST) on Friday, December 8, 2023. Cases submitted after 10:30 a.m. Friday will not be worked before the payroll calculation is completed, and the employee may be paid incorrectly. Do not wait until Friday to begin checking Cost Center data. You may reference the job aid for the myFSU BI Cost Center Report. The department charge report can be reviewed through myFSU BI using the HR GL Detail report. Department Representatives and Supervisors: Please read the following message in its entirety. The Christmas, Winter Break, and New Year's Day holidays occur over two pay periods and three pay weeks. The week of December 15 - 21 occurs in Pay Period 'M", which is an accelerated payroll. Please refer to the payroll processing schedule for Pay Period 'M'. The weeks of December 22 - 28 and December 29 - January 4 occur in Pay Period 'N', which is a normal payroll processing schedule. To be paid for the holiday, USPS, A&P, Executive Service (AEX), and Faculty employees should be in pay status (either working or on approved leave) for at least a portion of the scheduled workday before the holiday. * Full-time employees receive 8 hours of leave for holidays. Part-time employees receive a proportionate number of holiday leave hours based on their FTE. * Example - While a 1.0 FTE employee gets 8 hours of paid holiday leave for each day, a 0.75 FTE employee would get 6 hours of paid holiday leave. * If you have employees on alternate schedules (full-time or part-time), they should be advised in advance to work the appropriate hours for the workweeks of December 15 - 21 and December 29 - January 4 based on the amount of holiday pay they will receive. Reporting Winter Break, Christmas, and New Year's Day Holidays: Elapsed Timesheet 1. DO NOT ENTER TIME FOR THE HOLIDAY for A&P, AEX, USPS, or Faculty employees using the elapsed timesheet. 2. The OMNI HR elapsed timesheet will show no hours (blanks) for December 18 - January 2. See the examples below: [cid:image002.png at 01DA29D5.1F81BCE0] Punch Timesheet * Nonexempt USPS employees using the USPS punch timesheet (only) must enter their holiday hours for December 18 - January 2. See the examples below: [cid:image003.png at 01DA29D5.AE1FE670] [cid:image004.png at 01DA29D5.AE1FE670] [cid:image005.png at 01DA29D5.AE1FE670] [cid:image006.png at 01DA29D5.AE1FE670] [cid:image007.png at 01DA29D5.AE1FE670] [cid:image008.png at 01DA29D5.AE1FE670] OPS Employees OPS employees are not eligible to receive holiday pay. * OPS Nonexempt Employees (paid for time worked) do not receive holiday pay. Only the hours worked should be reported on the timesheet. * OPS Exempt Employees (Grad Assistants/Adjuncts/OPS Faculty) do not report time on their timesheets. If the employee is funded during the holiday, the system will generate pay based on their appointment. Compensatory Leave Full-time employees scheduled to work over the Winter Break may be eligible for "Winter Holiday Comp Earned - WTRCE" or "Straight Time Comp Earned - REGCE" per the below guidelines: A&P Exempt Workweek 12/15/23-12/21/23 * Use "Winter Holiday Comp Earned - WTRCE" if the employee works on December 18, 19, 20, and/or 21 and works more than 8 hours during the first holiday week (Daily maximum of 8 hours WTRCE allowed). Workweek 12/22/23-12/28/23 * Use "Straight-time Comp Earned - REGCE" if the employee works on December 25 (8 hours maximum REGCE allowed). * Use "Winter Holiday Comp Earned - WTRCE" if the employee works on December 22, 26, 27, and/or 28 (Daily maximum of 8 hours WTRCE allowed). Workweek 12/29/23-1/4/24 * Use "Straight-time Comp Earned - REGCE" if the employee works on January 1 and works more than the required 16 hours during the holiday week (8 hours maximum REGCE allowed). * Use "Winter Holiday Comp Earned - WTRCE" if the employee works on December 29 and/or January 2, and works more than the required 16 hours during the holiday week (Daily maximum of 8 hours WTRCE allowed). USPS Nonexempt & USPS Exempt Workweek 12/15/23-12/21/23 * Use "Straight-time Comp Earned - REGCE" if the employee works more than the required 8 hours during the first holiday week and the work is not performed on December 18, 19, 20, and/or 21. * Use "Winter Holiday Comp Earned - WTRCE" if the employee works on December 18, 19, 20, and/or 21 and works more than the required 8 hours during the first holiday week. * Combined REGCE and WTRCE for USPS nonexempt employees should not exceed 32 hours during the first holiday week. Workweek 12/22/23-12/28/23 * Use "Straight-time Comp Earned - REGCE" if the employee works on the weekend and/or December 25. * Use "Winter Holiday Comp Earned - WTRCE" if the employee works on December 22, 26, 27, and/or 28. * Combined REGCE and WTRCE for USPS nonexempt employees should not exceed 40 hours during this holiday week. Workweek 12/29/23-1/4/24 * Use "Straight-time Comp Earned - REGCE" if the employee works more than the required 16 hours during the holiday week and the work is not performed on December 29 and/or January 2. * Use "Winter Holiday Comp Earned - WTRCE" if the employee works on December 29 and/or January 2, and works more than the required 16 hours during the holiday week. * Combined REGCE and WTRCE for USPS nonexempt employees should not exceed 24 hours during the first holiday week. If a USPS Nonexempt employee physically works more than 40 hours during one of the holiday workweeks, do one of the following: * To generate Overtime Comp Leave Earned - enter OTCCE for hours over 40. * To generate Overtime Pay - enter either OVHHP or REGHP for hours over 40. If a USPS Exempt employee physically works more than 40 hours during one of the holiday workweeks, do one of the following: * To generate Straight-time Comp Leave Earned - enter REGCE for hours over 40. * To generate Pay at the Straight-time Rate - enter REGHP for hours over 40. Other Types of Leave Employees on Workers' Compensation Since most of these employees receive Workers' Compensation payment for approximately 2/3 of their wages, their holiday pay should be proportional (approximately 1/3). Both the Workers' Compensation and the holiday amounts need to be reported on the timesheet. Elapsed timesheet example for the first and second holiday workweeks: Fri 12/15 Sat 12/16 Sun 12/17 Mon 12/18 Tue 12/19 Wed 12/20 Thu 12/21 5.25 5.25 5.25 5.25 5.25 Workers Comp - WKCHT 2.75 Sick Leave Taken - SKCHT -5.25 -5.25 -5.25 -5.25 Holiday - HOLHT Fri 12/22 Sat 12/23 Sun 12/24 Mon 12/25 Tue 12/26 Wed 12/27 Thu 12/28 5.25 5.25 5.25 5.25 5.25 Workers Comp - WKCHT -5.25 -5.25 -5.25 -5.25 -5.25 Holiday - HOLHT Punch timesheet example for the first holiday workweek: Time Reporting Code Quantity Fri - 12/15 Sick Leave Taken - SCKHT Workers Comp - WKCHT 2.75 5.25 Sat - 12/16 Sun - 12/17 Mon - 12/18 Holiday - HOLHT Workers Comp - WKCHT 2.75 5.25 Tue - 12/19 Holiday - HOLHT Workers Comp - WKCHT 2.75 5.25 Wed - 12/20 Holiday - HOLHT Workers Comp - WKCHT 2.75 5.25 Thu - 12/21 Holiday - HOLHT Workers Comp - WKCHT 2.75 5.25 Employees on Parental Leave and/or Family and Medical Leave If the employee is on continuous or intermittent FMLA and/or PARENTAL LEAVE, do not report FMLAT and/or PARLV for the holidays. COST CENTER REPORT - PAY PERIOD 'M' REMINDER: Payroll Processing is early for Pay Period M. The first version of the Cost Center Report for Payroll 'M' (pay period ending 12/21/2023) is now available. (EST) on Wednesday, December 13, 2023. Cases submitted after 10:30 a.m. Wednesday will not be worked before the payroll calculation is completed, and the employee may be paid incorrectly. Do not wait until Wednesday to begin checking Cost Center data. You may reference the job aid for the myFSU BI Cost Center Report. The Office of Human Resources has continued to evaluate the hiring process and will be implementing changes to the job posting and applicant screening process to streamline recruitment efforts and reduce HR touchpoints. These changes will be effective for all Staff (A&P and USPS) Job Openings approved on or after January 3, 2024. Overview of Job Posting and Staff Applicant Screening Changes: * Minimum qualifications in job postings for all salaried positions will be based on the level of education, years of experience, licensure, and physical ability, per the job class specifications for the job code and the Position Description. * Additional skills or experience, if included, will be listed as preferred qualifications. * Accordingly, screening questions for Staff positions will be used in a limited, specific capacity to confirm degree field, years of a specific experience, required licensure, or physical ability necessary for the position per the Job Class Specifications for the job code and the Position Description. * The limited use of screening questions will eliminate a step for question approval before posting. * Streamlined qualifications reduce data entry time for the department and increase posting turnaround time. * Departments will be able to hire for potential and consider a candidate's transferable skills and abilities who might have otherwise screen-rejected for the position. Job Openings approved before January 3, 2024, will remain on the current recruitment process to ensure a fair and equitable search process for the existing pool of applicants. Updated resources and a reminder will be sent on the implementation date. Our goal is to expedite requests, enhance processes, and empower departments. The Office of Human Resources will continue to monitor and adapt to the evolving labor market to recruit the best and brightest workforce to FSU. Questions?
